Abstract

The COVID-19 pandemic triggered an unprecedented economic crises, disproportionately impacting rural livelihoods across India. In this context, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) emergency as a critical policy tool for providing income support and employment to the rural poor. This study explores the role and effectiveness of MGNREGA in sustaining rural livelihoods in Jharkhand during the COVID-19 pandemic, particularly in the financial year 2020-21. Employing a descriptive research design based on secondary data from government reports and official databases, the study evaluates key indicators such as the demand and issuance of job cards, employment generated, completed workers and financial expenditures. The findings indicate a significant surge in demand for MGNREGA work, accompanied by notable improvements in work allocation and fund disbursement across districts. The schemes not only served as a safety net for returning migrants and rural households but also contributed to community asset creation. The study concludes that MGNREGA played a pivotal role in cushioning the rural economy during the COVID-19 crisis and highlights areas for policy enhancement to ensure greater responsiveness during future shocks.
