Abstract

India has faced numerous terrorist attacks, including Mumbai (2008), Pulwama (2019), and Pahalgam (2024 and 2025), which have profoundly impacted victims and highlighted tensions between national security and human rights. These incidents reveal inadequate state responses, insufficient support for victims, and challenges in protecting marginalized communities. This paper examines the human rights implications of these attacks, focusing on survivors’ psychological trauma, gaps in emergency response, and limited legal recourse. It advocates a rights-based counter-terrorism approach that prioritizes victim rehabilitation, justice, and social cohesion.
